Unable to LaunchApplication & Desktop

this is my Server System
   I installed NEWGENLIB 3.11 and OPAC runs perfectly but when I Launch Application It gives error window
ie: Unable Launch Application

Dear Sir, Please Solve my problem and give the answer without fail

you have to download client and desktop apps to launch. Below is the link to download
